DOTD Traffic Impact Study Policies


This seminar is intended for all professionals who are involved in land development and the preparation of Traffic Impact Studies (TIS).  DOTD’s new policy ‘Traffic Impact Policy for New Access Requests’ was implemented in March 2007 and requires new effort and understanding for all parties involved in this area of engineering.  This policy requires that all new development or redevelopment (excluding single residential) seeking access to the state highway system must comply with this new policy.  The policy specifies thresholds for determining if a TIS is necessary.  If a TIS is required, then the study must be submitted to DOTD for approval.  This presentation also includes information about trip generation and issues with utilizing the available trip generation information.  The cost of any infrastructure requirements determined necessary to offset the impacts of the newly generated traffic must be agreed to be provided by the developer before the access can be granted. 

This policy has created many questions and misinformation about what is required, who has to do it and when it has to be done. After this presentation, participants should have a clearer understanding of the policy and what must done in the future to make it fair and effective for all of those involved.
