Baton Rouge, La. (ASCE-LA) - The ASCE released the completed External Review Panel (ERP) report to the Chief of the US Army Corps of Engineers September 3, 2008. Your attention is directed to the ERP report to become familiar with the ASCE position related to the events during and immediately following Hurricane Katrina in 2005 and the work of the Interagency Performance Evaluation Task Force (IPET) contained in Volume I. "Executive Summary and Overview," and Volume VIII. "Engineering and Operational Risk and Reliability Analysis." Together these documents contain some current and detailed insight into reasoned positions concerning the failure of engineered facilities, the standard of care to be exercised by engineers and insights into appropriate risk and reliability considerations.
The ASCE External Review Panel (ERP) presented by letter dated 4/15/08 its preliminary comments on the Draft Volume VIII, "Engineering and Operational Risks and Reliability Analysis," dated November 2007. This draft was prepared by the Interagency Performance Evaluation Taskforce (IPET) of the U.S. Army Corps of Engineers. The contents of the ERP letter reflect an informal review of the broader issues and concerns that will be addressed formally and in detail in the ERP formal review of the completed Volume VIII.
